POSITION SUMMARY: 

This position performs the duties of a Water Operator 1 under the general supervision of the Public Works Supervisor and Lead Water Operator. The position is primarily responsible to perform maintenance and repairs of the City’s water distribution system and facilities. May assist with the City’s Cross Connection Control program and Department of Health water monitoring requirement records.  This position also performs the duties of a Maintenance Worker as needed to efficiently utilize department resources.  May be called to respond to emergency situations and will assist with duties of other divisions within the Public Works Department as needed.  

ESSENTIAL FUNCTIONS include but are not limited to the following: 

  • Ability to safely operate assigned equipment including backhoes, dump trucks, loaders, valve exerciser, chlorine pumps, injection systems, mowing equipment, ice & snow control equipment and other related equipment.
  • Performs vegetation control in public rights of way.
  • Performs skilled manual labor.
  • Locates underground utilities for water, sewer and storm drainage systems as requested.
  • Ability to use simple power tools safely and effectively to fulfill duties as assigned.
  • Ability to interact cooperatively, establish and maintain effective working relationships with other employees, elected officials, and the general public.
  • Ability and willingness to respond to emergencies on a 24-hour basis.
  • Works collaboratively as part of the Public Works team.
  • Maintains regular and reliable attendance.
  • Ability to follow instructions and to perform duties independently.
  • Ability to perform the essential physical requirements of the job.
  • Exhibits a strong commitment to internal and external customer service.
  • Performs tasks in compliance with all federal, state and city guidelines to ensure safe working conditions.
  • Interacts cooperatively and in a professional and respectful manner with City employees, elected officials, vendors, contractors, and the public.

  • Performs other duties as assigned by supervisor and/or his/her designee. 

DESIRED MINIMUM QUALIFICATIONS:

Education and Experience:

  • High School Diploma or GED Equivalent, and
  • Two (2) years minimum experience in water, utilities maintenance or construction performing skilled manual labor, and the use and operation of equipment such as backhoes, dump trucks, and water related hand/power tools, or
  • An equivalent combination of experience and education.

Knowledge of:

  • The methods, practices, procedures, techniques, tools, and equipment used in the operation, maintenance, construction and repair of water systems.
  • Water line, service connections, valves, air-vacs, and hydrant repair.
  • Safety regulations and practices relating to water operations, including applicable Federal, State, and local rules, regulations and policies. 

Ability to:

  • Make routine mathematical computations and tabulations accurately and with reasonable speed.
  • Maintain various records and reports concerning water operations to be in compliance with local, Federal and State requirements.
  • Establish and maintain effective working relationships with fellow employees and the general public.
  • Deal with the public and general contractors and suppliers courteously and tactfully.
  • Communicate, read, write, and understand English at a level necessary for efficient job performance.
  • Demonstrated skills in Word, Excel, and Outlook. Ability to learn other computer program applications.

LICENSE AND CERTIFICATION REQUIREMENTS:

  • Valid Washington State Driver’s License with a good driving record.
  • Possession of a valid State of Washington Class “B” CDL with tanker and air brake endorsements at the time of appointment, or the ability to acquire such license within one year.
  • Water Distribution Manager I Certification at time of appointment.
  • First aid card, flagger card.
  • Cross Connection Control Specialist Certification, Backflow Assembly Tester Certification, Water Treatment Plant Operator 1 or OIT Certification, and chemical applicators certification of vegetation control in city right of ways strongly desired.
